By the end of the cadastral renewal process, approximately 3.5 million lots throughout Québec will have been renewed. Obviously, a large-scale operation such as this requires a significant amount of planning. Among other things, the renewal work involves the management of approximately 400 renewal contracts allocated by means of a bidding system to private sector land surveyors, the only experts authorized by law to carry out work related to the cadastre.

In view of the scope of the reform, the Department has implemented a four-level planning system ranging from the general to the specific:

1. Overall reform planning;
2. Planning by land registration division;
3. Planning by municipality; and
4. Planning by contract.

These four planning levels are inextricably linked, in that the results at one level serve as input for the next level.
